Local Union No. 30 currently has twenty (20) apprentices available to work. These apprentices have completed an application and the aptitude test.  They have also attended a two day orientation session which included WHMIS and Safety training. They are ready to be dispatched to work.

The Local Joint Apprenticeship Committee (LJAC) attempted on three occasions to have full participation of contractors in evaluating their apprentices. To date you have not returned the evaluation form. 

Accompanying is another copy of the evaluation form. Please ensure that it is completed and returned to the Toronto Sheet Metal Contractors Association (TSM).

APPRENTICE INTAKE

The Local Joint Apprenticeship Committee is currently doing an intake of apprentices and encourages employers to insert a copy of this bulletin into their employees’ paycheque envelopes. This will increase the chances of reaching candidates who are interested in making application to the Sheet Metal Trade.

All Local Union No. 30 employers who have potential apprentice candidates are asked to have these candidates complete an application in person, provide necessary proof of education and write the aptitude test at the location and times shown below,

2008 COLIN GORDON/RON BROWNE SHEET METAL COMPETITION

 The combined Colin Gordon and Ron Browne Competition will be held on Friday, April 11, 2008 at the Ontario Sheet Metal Workers Training Centre in Oakville.  Please encourage your apprentices to participate.

             ·        COLIN GORDON:

Ø      Open to all 5th year sheet metal apprentices.Ø      1st place wins the Colin Gordon Trophy and $300 cash.

Ø      2nd place wins $200 cash.

Ø      Both will go on to compete in the Ontario Competition to be held in the Fall.

·        RON BROWNE:

Ø      Open to all apprentices currently attending Phase 3 night school program.

Ø      1st place wins the Ron Browne Trophy and $200 cash.

Ø      Note that past winners or participants in the Colin Gordon are not eligible for the Ron Browne Competition.

All entrants will do the same tests: theory, pattern drafting and shop fabrication.

Employers of apprentices entering the competition will be asked to pay their employee(s) for time they miss from work, due to the competition.

TRUST FUNDS - T4 SLIPS

Article 35.5 in the body of the Collective Agreement states that:

“Employers will provide the applicable local unions with a list of all employees for whom they have made contributions to the Conference Dues Promotion Fund.  The list will be mailed to the local union office by January 21st each year and will show the employees name and total amount contributed on his behalf in the previous year, January 1 - December 31.  Those areas which have in place a procedure, other than that outlined in Article 35.5, which ensures the employee having the necessary documentation to claim these dues on his personal tax return may continue with that procedure.”

It has been the-agreed-to practice that Local 30 employers include the Conference Dues Promotion Fund deductions in box 44 “Union Dues” on employees’ T4 slips.  In the same manner, please also include any working dues that have been submitted to Union Benefits on the workers’ behalf.

APPRENTICE EVALUATIONS

An evaluation form was enclosed with the mid-term marks and mailed to employers on January 23, 2008 for all apprentices.  The Local Joint Apprenticeship Committee (LJAC) had asked all such employers to complete the evaluation form and fax it to the Toronto Sheet Metal Contractors Association (TSM) office.  To date ten (10) out of sixty-six (66) companies have returned the completed evaluation form(s), but we would like full participation of all Local Union No. 30 contractors.

For companies who did not return the form, please call our office and we will fax you another one.  Please take the time to have your foreman complete one for each apprentice(s) and fax it to the TSM office (905) 886-9959.  We will be following up on employers that do not return them.

Over the entire term of their apprenticeship, apprentices will probably be evaluated by a number of employers.  These evaluations will help the LJAC to assess their ability, adaptability and their potential to become skilled craftsmen.

The CSC No Frills Trade Show is being held on Monday, February 4, 2008. This show attracts over three thousand of the area’s building design professionals, property owners, property management firms and contractors.

LAYOFF - LETTER
APPRENTICE HOURS
DAY SCHOOL

The following was brought to the attention of the Local Joint Apprenticeship Committee (LJAC) at the November 7, 2007 meeting.

-       When an apprentice is laid off, it is the employer’s responsibility, in accordance with Appendix K, Clause 3 of the Collective Agreement, to provide a letter of certification regarding the number of hours worked to the apprentice and to send a copy to the Local Union and the Local Trade Association. 

-       The notification should also indicate if the apprentice is laid off to attend day school.

APPRENTICE HIRING PROCEDURE

Effective October 31, 2007, the Ministry of Training, Colleges and Universities recognized the Local Joint Apprenticeship Committee (LJAC ).  In the last round of negotiations, it was agreed that all apprentices shall be indentured through the LJAC.

As the committee restructures the apprenticeship program, it must address the number of apprentices that require hours of work to fulfill their contract of apprenticeship.  The LJAC has approved implementing the following procedure, in accordance with Appendix K, Clause 2 of the Collective Agreement, when hiring sheet metal apprentices. 

-          Labour requisitions for apprentices will be filled from an unemployed list with the names in order in which the apprentices were laid off.  

-          All other rules, guidelines and obligations remain in effect.

CONTRACT OF APPRENTICESHIP CANCELLATION

It was recently brought to the attention of the Local Joint Apprenticeship Committee (LJAC) that the Ministry of Training Colleges and Universities is sending employers, cancellations for Contracts of Apprenticeship. The apprentice in one case was no longer with the employer who received the notice, and therefore the actual employer would not know of the cancellation.  As you are probably already aware, the Ministry can fine contractors and apprentices for not having such a contract.  

The LJAC is urging all contractors who receive such notices to please forward them to the attention of the LJAC.
